OKLAHOMA CITY (OBV) — Gov. Kevin Stitt on Wednesday signed two measures into law, approving changes to Oklahoma’s Service Warranty Act and creating new statewide fentanyl‑prevention requirements for public schools.

HB 1085 updates how administrative fees are assessed on service warranty associations and insurers. The law gradually reduces the current 2% fee on gross provider fees to 1.75% in 2027, 1% in 2028, and replaces the percentage model entirely with a flat $3,700 annual fee starting in 2029. It also adjusts the alternative flat‑fee option for eligible insurers and requires quarterly remittance of fees to the Insurance Commissioner.

HB 1484, known as Rain’s Law, requires every district to provide annual, research‑based instruction on fentanyl abuse prevention and drug‑poisoning awareness to students in grades 6–12. The instruction must cover suicide prevention, fentanyl addiction risks, and how students can access school and community resources. The State Board of Education must adopt curriculum standards, and schools that offer health education must include fentanyl awareness in their drug‑education units. The law also establishes a statewide Fentanyl Poisoning Awareness Week, aligned with National Red Ribbon Week.

Rain’s Law takes effect July 1, 2026, while changes under HB 1085 phase in beginning January 1, 2027.
