House passes Hill’s “Credential of Value” bill to strengthen workforce alignment

OKLAHOMA CITY (OBV) — The Oklahoma House approved HB 2398 Thursday, a measure by Rep. Brian Hill to establish a statewide “credential of value” framework designed to help students identify degrees and certifications that lead to strong employment outcomes and meet documented workforce needs.

The proposal allows the State Regents for Higher Education and CareerTech to formally designate qualifying programs as credentials of value, backed by annual reporting on completion, earnings, job placement, and program cost.

“As our economy continues to evolve, Oklahoma must be intentional about connecting education with real workforce opportunities,” Hill said. “House Bill 2398 helps ensure students have clear, reliable information about which programs are most likely to lead to good‑paying jobs and long‑term success.”

Chancellor Sean Burrage praised the bill, saying it would help students, institutions and employers better align education pathways with workforce demand.

The measure builds on themes Hill described in Oklahoma Business Voice last month, when he framed credentials of value as a transparency tool that helps students “see the payoff” before making costly education decisions.

HB 2398 passed the House 70–20 and now moves to the Senate, where Sen. Aaron Reinhardt will carry the bill.
