OKLAHOMA CITY (OBV) — The White House released a National AI Legislative Framework that urges Congress to set a uniform federal approach on artificial intelligence while advancing six priorities: protecting children and empowering parents; safeguarding communities and small businesses (including ratepayer protections tied to data centers); respecting IP and supporting creators; protecting free speech; enabling innovation through sector agencies and sandboxes rather than a new regulator; and developing an AI‑ready workforce.
The framework also calls for streamlining permits so data centers can add on‑site power, expanding law‑enforcement tools against AI‑enabled scams, and making federal datasets more accessible for AI R&D.
The Administration emphasizes preemption of conflicting state AI laws in favor of a “minimally burdensome” national standard.
“This framework can succeed only if it is applied uniformly across the United States. A patchwork of conflicting state laws would undermine American innovation and our ability to lead in the global AI race,” the release states.
Related materials tie the proposal to the Ratepayer Protection Pledge, under which major tech firms agreed to cover the full cost of power and grid upgrades for new data centers rather than shifting costs to households. The White House said it will work with Congress in the coming months to turn the blueprint into legislation.
