OKLAHOMA CITY (OBV) — Earlier this year, Rep. Nick Archer argued that Oklahoma needed to become more deliberate about preparing for major federal research investments before those opportunities arrived.
Now, one may be taking shape.
Oklahoma is one of five states to sign a memorandum of understanding with the U.S. Department of Energy as a finalist for a proposed Nuclear Lifecycle Innovation Campus. Three states are expected to be selected by the end of 2026.
The proposed campuses could support the full nuclear fuel lifecycle while serving as hubs for advanced manufacturing, reactor deployment, research, and power generation. Oklahoma Commerce said the projects could create thousands of jobs and generate billions of dollars in capital investment.
“The Department of Energy couldn’t ask for a better partner dedicated to advancing the future of American energy than Oklahoma,” Oklahoma Commerce CEO John Budd said.
Budd pointed to Oklahoma’s history as a major oil and natural gas producer, along with its growing renewable energy sector, as a foundation for adding nuclear energy to the state’s portfolio.
“Adding nuclear to that portfolio is a natural next step,” he said. “We look forward to working with communities across the state to identify a partner excited to work with the DOE and invest in the next generation of nuclear innovation.”
From individual projects to an innovation platform
The announcement closely resembles the type of opportunity Archer discussed in a February interview with Oklahoma Business Voice.
Archer introduced House Bill 3176 to create a statewide framework for coordinating state agencies, universities, industry, infrastructure, and potential sites around major federal research opportunities involving energy, artificial intelligence, and space.
His argument was that Oklahoma should pursue more than isolated economic development projects. It should build systems capable of supporting research, intellectual property, specialized manufacturing, and private-sector growth over several decades.
“When you have IP being developed and innovation as the focus, the private sector attaches to that,” Archer said at the time.
A Nuclear Lifecycle Innovation Campus would represent that kind of platform.
Rather than housing a single manufacturer or serving one link in a supply chain, a campus could potentially support research, fuel development, reactor technology, manufacturing, power generation, workforce training, and private companies working alongside federal and academic partners.
That broader activity is where national laboratories and research campuses can produce lasting economic impact. Their value comes from the companies, suppliers, researchers, technicians, and workforce programs that develop around the initial federal investment.
Oklahoma’s energy advantage
Oklahoma enters the competition with an established energy workforce, significant natural resources, research universities, available land, and experience supporting large industrial projects.
The opportunity also fits within the Oklahoma Competes framework, which focuses on the state’s ability to attract investment, develop talent, commercialize research, and compete in advanced industries.
Nuclear energy sits at the intersection of several of those priorities. A campus could require highly trained engineers and scientists, along with technicians, construction workers, manufacturers, logistics providers, and other skilled employees.
It could also create opportunities for Oklahoma universities and CareerTech institutions to develop new research partnerships and workforce programs tied to a growing national industry.
For Archer, that connection between research and workforce development was one of the central reasons Oklahoma needed to compete for larger federal investments.
“The lab itself may employ a thousand people, but the ecosystem around it might employ six thousand,” he said. “Those are specialized positions, from Ph.D. researchers to CareerTech-trained technicians.”
A significant step, but not a final decision
Oklahoma’s selection as a finalist does not guarantee that the state will receive a campus.
Commerce must now work with communities and potential partners to identify a viable location and demonstrate that Oklahoma can support the infrastructure, workforce, public-private partnerships, and long-term investment the Department of Energy will require.
The competition also includes four other states, while only three campuses are expected to move forward.
Still, finalist status places Oklahoma in contention for the kind of transformational project state leaders have increasingly said the state must pursue.
It also provides an early test of whether Oklahoma can coordinate its existing strengths around a major national research and energy opportunity.
Archer previously described that approach as moving from reacting to opportunities toward becoming structurally prepared for them.
“If we do this right, 10 years from now we could be transformationally different,” he said.
The Department of Energy is expected to announce the three selected states by the end of the year.
