Stitt approves two emergency appropriations, repeals Service Oklahoma rules

OKLAHOMA CITY (OBV) — Gov. Kevin Stitt on March 2 signed three measures, including two emergency‑effective appropriations and a joint resolution rolling back selected Service Oklahoma regulations.

HB 2786 — $19.66M for mental health Medicaid services

HB 2786 allocates $19.66 million from the Rate Preservation Fund to the Department of Mental Health and Substance Abuse Services. The funding covers Title XIX Medicaid services, and the bill’s emergency clause puts the appropriation into effect immediately.

HB 2787 — $2M to Health Department for Choosing Childbirth contracts

HB 2787 appropriates $2 million from the General Revenue Fund to the State Department of Health to pay for legacy contracts tied to the Choosing Childbirth Program. It also carries an emergency clause, activating the funding upon the Governor’s approval.

HJR 1032 — Legislature repeals specific Service Oklahoma administrative rules

HJR 1032 formally repeals five permanent rules adopted by Service Oklahoma, using the Legislature’s statutory authority under Title 75.
The resolution strikes:

  • OAC 670:15‑1‑10(c)(4), (5), (6)
  • OAC 670:15‑1‑14(c)(3), (4)

These rules involve portions of Service Oklahoma’s administrative structure governing workflow, process requirements, and operational standards for certain licensing and service functions. By repealing them through joint resolution, lawmakers prevent the rules from taking effect and direct the Secretary of State to distribute the action to the Governor and the Oklahoma Register.

This mechanism is the Legislature’s highest‑level tool for overriding executive‑agency rulemaking without passing a full statutory change. HJR 1032 effectively resets those portions of Service Oklahoma’s regulatory framework and prompts the agency to revise or re‑promulgate rules consistent with legislative expectations.
