Oklahoma Senate has new Appropriations Committee chairman

OKLAHOMA CITY (OBV) – The leader of the Oklahoma Senate appointed a new chairman for the Senate Appropriations Committee.

Oklahoma Senate President Pro Tempore Greg Treat, R-Oklahoma City, announced Tuesday that he has chosen Sen. Chuck Hall, R-Perry, to replace Sen. Roger Thompson, R-Okemah, as Appropriations chairman.

“Senator Thompson has done a tremendous job as appropriations chairman and has a firm handle on the state budget,” Treat said. “He has been an invaluable appropriations chairman and I have the highest regard for Sen. Thompson. However, as we continue our transition into our new transparency efforts, it is vital to move forward accordingly. Sen. Hall has a firm grasp on the budget and is who I think is in the best position to guide our new transparency efforts moving forward. I was incredibly impressed with the way Sen. Hall navigated the ARPA process and the way he conducted those meetings, which makes him a natural fit for this role. He is committed to our new process and has proven himself more than capable.”

Sen. Paul Rosino, R-Oklahoma City, will fill the appropriations vice chair position.

“Sen. Rosino is deeply invested in the budget process, and is all in on the transparency efforts we have undertaken thus far. I appreciate each one of these senators and I consider them personal friends,” Treat said. “However, for this process to be successful, change was necessary, and this is what I see as the best fit.”

Hall’s career away from the Oklahoma Senate includes extensive work in community banking and serving as Government Relations director for the Oklahoma Bankers Association. He currently serves as CEO and chairman of the board for the Exchange Bank, for which he has worked for 33 years.

He has also served as city treasurer, city councilman and twice as mayor for the City of Perry. He chaired the Perry Memorial Hospital Trust Authority, the Perry Economic Development Authority and the Perry Municipal Authority and has been a long-standing Oklahoma Municipal Power Authority board member. He was also director of the Kansas City Federal Reserve Bank Branch Board and was a member of Leadership Oklahoma Class XIII. He was elected Speaker of the House for the Oklahoma Congress of Mayors in 2013, and was named Perry Citizen of the Year in 2018.

Rosino is a U.S. Navy veteran who retired at the rank of Master Chief Petty Officer following 25 years of service. He was stationed at Tinker Air Force Base for nearly 10 years, serving in Strategic Communications Wing ONE in support of their fleet of E-6B aircraft. He led a team of nearly 200 military and civilian personnel responsible for the maintenance and upkeep of the E-6B fleet.

He earned a real estate license and started selling homes after his retirement from the Navy in 2006. He earned a broker’s license by 2009 and opened his own business, Rosino Realty. He has helped many people become homeowners in Moore, Yukon and South Oklahoma City.
