The proposal continues a broader legislative push to expand targeted tutoring, following years of literacy and math‑intervention work led by Senate Education Chair Adam Pugh and university‑based programs showing strong results.
The bill outlines a small‑group tutoring model with performance‑based stipends, including $1,600 per semester for participating educators and $1,000 bonuses for each student who advances a full grade level within a year.
“This program sharpens literacy and math proficiency for struggling students while also ensuring dedicated educators are justly rewarded for the additional work and energy they invest in the next generation,” Sen. Dusty Deevers said after the vote.
The policy aligns with ongoing efforts to scale evidence‑based tutoring statewide. OU’s Transformative Tutoring Initiative—originally funded philanthropically and now operating across additional schools—has shown significant math gains using frequent, structured tutoring delivered by trained university students. In recent sessions, lawmakers have also enacted major literacy reforms emphasizing science‑based instruction and earlier intervention, positioning high‑dosage tutoring as a complementary support.
