Oklahoma City (OBV) — Business and state leaders filled the Oklahoma State Capitol Tuesday to celebrate big legislatives wins from the 2025 session. Governor J. Kevin Stitt hosted a ceremonial bill signing for select pro-business legislation passed in the 2025 Legislative Session.
Multiple bills were center stage in the Governor’s blue room that supporters say will make Oklahoma’s legal climate fairer, clearer, and stronger for growth.

“We’ve capped non-economic damages and implemented litigation funding transparency,” said Oklahoma Governor Kevin Stitt. “We are taking power out of the hands of special interest groups. By passing major tort reform this past year, we declared once and for all, we aren’t going to stand by and let Oklahoma businesses become the victims of frivolous lawsuits.”
Sen. Brent Howard and Rep. Erick Harris were there for their bill, SB 625: Oklahoma’s push to end abusive Third-Party Litigation Funding (TPLF). This reform ensures lawsuits are transparent about who’s funding them.

SB 453, a landmark tort reform measure also by Sen. Howard and Rep. Harris, sets a cap on non-economic damages. Supporters say it curbs unpredictable verdicts and brings balance back to our courts. Senate Pro Tem Lonnie Paxton and Speaker Kyle Hilbert played big rolls in seeing the bill through to the governor’s desk.
“As we talk about making Oklahoma open for business, open for consumers and the general population, tort reform is an important building block. And being able to have certainty without any liability for any,” said Sen. Howard.
Also ceremonially signed by the governor was SB 642, a major tort reform victory championed by Speaker Kyle Hilbert, Senate Pro Tem Lonnie Paxton and Senator Julie Daniels. Authors of the bill say the new law protects the freedom to contract, restores clarity in business relationships, and shields contractors from unfair liability.
