Senate passes general appropriations bill for FY 2027

OKLAHOMA CITY (OBV) — The Oklahoma Senate passed Senate Bill 1177, the general appropriations measure that sets funding levels and authorizes spending for state agencies and key revolving funds for the fiscal year ending June 30, 2027.

The bill, authored by Sen. Chuck Hall and Sen. John Haste with Rep. Trey Caldwell and Rep. John Kane as House coauthors, serves as the framework measure for the broader FY 2027 budget package.

SB 1177 cleared the Senate on April 7 on a 28–17 vote after adoption of a joint committee report, according to the Senate journal, and was transmitted to the House for consideration.

As passed by the Legislature, the bill includes major education and policy-linked line items, including $50 million for transfer to the School Security Revolving Fund and $43.75 million appropriated to the Strong Readers Revolving Fund to carry out the Strong Readers Act. It also appropriates $200 million from the Revenue Stabilization Fund to the newly created Taxpayer Endowment Trust Fund.

Beyond education, the general appropriations bill includes significant agency appropriations for the coming fiscal year, including $1.269 billion for the Oklahoma Health Care Authority, $385.5 million for the Department of Mental Health and Substance Abuse Services, and $452.1 million for the Department of Corrections, among other line items across transportation, natural resources, and public safety.

What’s next?: SB 1177 is the “backbone” appropriations bill, but it is typically accompanied by additional budget limit and agency bills that finalize the full budget package and implementation details.
